Yes, the bumps that you're seeing on your skin are ingrown hairs and regular zits. As long at they are not bleeding and there is no green or yellow puss coming out of it you're okay.
Yes, as your tattoo heals the external skin will begin to peel, even with lotioning and the second skin. This is completely normal, as the layer of skin underneath is the healing layer.
If you believe your tattoo is infected, do not panic. Firstly you'll want to verify that it is actually infected, usually a good indicator of this is puss or continued bleeding days after the tattoo has been completed. If it is infected, it is recommended that you go to a physician IMMEDIATELY.
